New IESCO CLO Kashifa Niaz Prioritizes Efficiency and Meritocracy in Legal Department

ISLAMABAD: Kashifa Niaz, an Advocate of the Supreme Court of Pakistan, officially assumed charge as the Chief Law Officer (CLO) of the Islamabad Electricity Supply Company (IESCO) in July 2025. In this role, she is directing the company’s legal strategy, modernizing oversight, and streamlining judicial coordination across the power sector.

A central pillar of Ms. Niaz’s mandate is the restructuring of panel lawyers’ assignments. This initiative aims to ensure a merit-based distribution of work and greater operational efficiency, eliminating discrimination and fostering transparency within the company’s legal representation.

Reporting directly to the CEO of IESCO, Ms. Niaz oversees the legal department’s involvement in litigation, labor, and corporate affairs. She serves as a strategic advisor to the Board of Directors and senior management, ensuring that corporate policies remain in strict alignment with the regulatory frameworks of NEPRA and the SECP.  With a career spanning over 15 years, Ms. Niaz began her practice in 2009 following her graduation from the University of the Punjab. Since then, she has emerged as a prominent figure in the Pakistani legal circuit, representing government departments, regulatory bodies, and multinational corporations.

Her litigation portfolio includes over 1,500 cases conducted before the Islamabad High Court and the Supreme Court of Pakistan. Her contributions to the legal field are further evidenced by her involvement in several reported judgments across civil, constitutional, service, and commercial law. Beyond the courtroom, Ms. Niaz brings multifaceted expertise to the power sector. She previously served as a consultant for the United Nations, where she contributed to proposed amendments to Pakistan’s consumer protection laws regarding e-commerce.  Furthermore, she is a certified mediator accredited by the International Mediation Institute (Singapore). Her expertise also extends to corporate compliance, intellectual property, and the development of governance frameworks.

At IESCO, Ms. Niaz is implementing a transition toward a more structured and transparent legal department. By establishing modern procedural frameworks and enhancing the management of the company’s legal panel, she aims to safeguard IESCO’s interests while ensuring rigorous and fair legal oversight. With her deep legal acumen and extensive experience, Kashifa Niaz is positioned to navigate the complex legal landscape of the energy sector with professional integrity and a commitment to institutional excellence.
