Petition moves IHC against FDE Director appointment

A petitioner on Monday urged Islamabad High Court to declare appointment of incumbent Director of the Federal Directorate of Education (FDE), Islamabad Saqib Shahab illegal on the grounds that he was lacking required experience for the slot.

Filing writ petition through advocate Supreme Court Dr. G. M. Chaudhry, the petitioner Syed Karim Shah alleged that Shahab Saqib managed his appointment from Federal Public Service Commission (FPSC) in violation of prescribed Recruitment Rules.

The petitioner made Federation of Pakistan through Secretary, Federal Ministry of Education and Professional Training (FE&PT), the FDE through Director General, Establishment Division through its Secretary, the FPSC through its Chairman, Federal Investigation Agency (FIA) through Director General and Saqib Shahab, Director of the FDE as respondents in the matter.

Urging the IHC to issue directives to the FIA the petitioner sought inquiry and investigation regarding experience certificates of the incumbent director of the FDE in addition to restrain Saqib Shahab from performance of any type of official functions or exercise of any official authority till final adjudication of the petition in hand.

The petitioner alleged that similar experience of similarly placed persons was rejected by the FPSC but Saqib Shahab managed his pre-selection after firstly rejection by the FPSC which was patently illegal. “Therefore, recommendations in his favour as well as thereafter appointment is illegal and his removal is sought from the Islamabad High Court”, the petitioner prayed.
