Islamabad : Public Accounts Committee(PAC) has directed Auditor General of Pakistan to conduct special audit of billion rupees allegedly released 27 years ago to CDA for the development of incomplete four sectors to address the accommodation problems of federal capital due to burgeoning inhabitants.
PAC meeting was held at parliament house on Wednesday with Syed Khurshid Shah in the chair to discuss unabated corruption streak in CDA which was attended by senior officers of CADD ministry and auditor General Of Pakistan.
PAC chairman incensed on the deliberating skipping of CDA Chairman Usman Akhtar Bajwa from the PAC meeting and said PAC should be granted powers of arrest in order to tame stubborn officers and enforced them to honour the direction of parliamentary body and added Supreme is supreme institution of the country but Parliament is above all state institution s and the officers should honor it.
PAC members in uniform have directed CDA officers to submit the complete record of residential sectors of I,11,I12,I,14 and I15 which was started back in 1990 but yet to start their development works and the CDA has gulp billion of rupees on the name of their development.
Chairman syed Khurshid Shah also directed the representative of NAB to submit the details of former Chairman CDA Anat Elahi arrest and remarked that he played an important role in combating corruption and inherent corrupt mafia in CDA.
Khurshid Shah lamented that corrupt mafia of CDA is roaming freely in the capital but the person who fought a war with tooth and nail with the mafia is behind the bar and took it exception and sought the explanation from NAB authorities.
On the absence of chairman, Member engineering Shahid Islam apprised the committee that I, 11sector was started in 1990 and Rs 470millin was approved for its development and added the said amount was disbursed to other projects of CDA and the sector development yet to be developed.
He said new PC1 for its development worth of RS 3billion has been sent to competent authority and the development work would be commenced with the approval of its cost.
Shahid Islam told the committee that cost of this sector has jack up 600 per cent that could be increase with the delay of its new pc 1 which had stunned the PAC members and said corrupt mafia has urursped the lot of the poor people who had deposited their money for getting plot but after 27 years they have yet to received the developed plots.
Shahid Islam who has served in CDA over 36 years in engineering department and is going to retire from the post in next month told that the fate of sector I,12 and I,14 is not different from the previous one and said the cost of the development of these development has been risen as the funds for their development had been spent on other projects with the approval ofCDA board.
He said a private firm to whom development and consultant works was awarded for sector I,15 and added it had made away receiving over RS 300 million and so far had not returned this money.
Member PAC Sardar Ashiq Gopan lamented that the cost of the sectors has been risen to 600 per cent due to corruption and incompetency of CDA and PAC would not allow it to shift this cost to the poor allottee of the sector who had deposit their money since the inception.
It was informed that Alkhan Company owned by former federal minister Nasir Khan was also involved in the development of sector I,15 and inquiry against him in the preliminary stage for not fulfilling its responsibilities .
PAC has directed to submit the whole record of these four residential sectors including tendering process, funds release and land issues pertaining to adverse possession of the land.
CDA OFFICERS admitted before the committee that land mafia has encroached on the vast port of these sectors and it is not now possible for CDA to retrieved the grabbed land from this powerful mafias whose political connection are main impediment against the action.
PAC also told the committee that the list of land grabbers also be submitted so that strategy be formulated to vacate public land from them.
