ISLAMABAD: Advocate High Court Muhammad Bilal, associated with Lexbay Lawyers – Advocates & Consultants, has been formally accredited as a Mediator by the Accreditation Committee under the Ministry of Law and Justice, Government of Pakistan.
The accreditation was conveyed through an official notification issued from Islamabad, dated July 29, 2026, which is set to be published in the next issue of the Gazette of Pakistan, Extra Ordinary Part-II.
According to the notification, the accreditation has been granted in exercise of powers conferred under Section 4 of the Alternative Dispute Resolution Act, 2017 (XX of 2017), read together with Rule 3 of the Alternative Dispute Resolution (Accreditation) Rules, 2023. Under this legal framework, the Accreditation Committee is authorized to formally recognize qualified legal professionals as Mediators, enabling them to conduct mediation proceedings within the ambit of Pakistan’s Alternative Dispute Resolution (ADR) regime.
Muhammad Bilal, who practices as an Advocate of the High Court, is among 64 individuals named in this accreditation batch. The list includes a wide cross-section of the legal community, comprising advocates, barristers, and other legal practitioners from across the country, reflecting a broader push by the Ministry of Law and Justice to expand the pool of trained, officially recognized mediators in Pakistan.
Mediation, as a form of Alternative Dispute Resolution, allows parties in a dispute to reach a mutually acceptable settlement outside the traditional court system, with the assistance of a neutral, accredited mediator. The framework is intended to ease the burden on Pakistan’s court system by offering a faster, more cost-effective, and confidential avenue for dispute resolution, particularly in civil and commercial matters.
Commenting on the recognition, Lexbay Lawyers described the accreditation as a milestone for the firm, noting that it reflects its continued commitment to resolving disputes and building trust between parties. The firm has positioned mediation accreditation as part of its broader emphasis on fairness, confidentiality, and experienced representation for its clients.
With this accreditation, Muhammad Bilal is now formally authorized to act as a Mediator under the Alternative Dispute Resolution Act, 2017, adding a new dimension to his practice alongside his role as an Advocate of the High Court. The move is expected to strengthen Lexbay Lawyers’ capacity to offer clients both litigation and out-of-court dispute resolution services under one roof.
