Legal fraternity on Wednesday applauded the filling of eight vacant slots of National Industrial Relations Commission (NIRC) Islamabad, saying appointments of the members in the Commission will resolve the pendency issue of cases.
Advocates of Islamabad took a collective sigh of relief over the much-awaited development, saying their clients will get relief as a result of the appointments as matters relating to unfair labour practices in local and intra-provincial establishments were growing due to non-availability of benches in the Commission.
Talking to TLTP, Barrister Umer Ijaz Gilani expressed that recent appointments of eight members will guarantee smooth working in the Commission in order to provide relief to remedy seekers. Advocate High Court Bilal said, “We had been waiting for the appointments since long. The appointments will end miseries of poor workers seeking action against illegalities of their establishments.”
Advocate Saadullah said that backlog in a judicial forum always creates insecurity among the worker litigants and hoped the recent appointments in the Commission shall adjudicate the matters regularly to address the pendency for administration of justice.
Advocate Irshad expressed hope that as a result of the appointments, the backlog in the Commission would be addressed properly, saying volume of pending cases was growing over time. He said no delay in litigation of workers will have socioeconomic effects on their lives.
The NIRC has two functions mainly with a mandate to deal with issues of registration of industry wise trade unions and national level trade unions and federations. Secondly in case of industrial worker rights violation, the affected worker can invoke the Commission jurisdiction after serving a mandatory grievance notice to his concerned establishment through trade union or directly to the establishment management.
It is pertinent to mention that recently the federal government issued notification of eight members appointments against slots which had been vacant for the last nine months. The newly appointed members of NIRC are Syed Noorul Hasnain (retired civil servant), Abdul Qayyum (retired district and session judge), Sohail Akram (retired district and session judge), Muhammad Zubair Khan (retired district and session judge), Shabbir Hussain Awan (retired district and session judge), Advocates Muhammad Siraj-ul-Islam Khan, Abdul Ghani and Munawar Hussain Turi.
