Architects urge FIA probe into cyber hacking in PCATP polls 

Incumbent chairman of the top regulatory body ‘Pakistan Council of Architects and Town Planners’ (PCATP) has been accused of hacking recently held election of the national institution.

Filing complaint before cybercrime wing of the Federal Investigation Agency (FIA) Islamabad, four reputed architects being aggrieved persons sought probe into the matter claiming that the PCATP elections have been stolen through hacking.

The PCATP was established under Pakistan Council of Architects and Town Planners Ordinance 1983 to make provision for the regulation of the architectural and town planning professions.

Architects S M Jahangir Khan Sherpao, Azhar M. Sualehi, Farman Ullah Khan and Husnain Raza Khan filed the complaint. They were amongst the contestants for recently held elections of the PCATP.

They filed a complaint under the Pakistan Electronic Crimes Act, 2016 (copy of which is available with TLTP), saying on the night between 6th and 7th March, 2023 the electronic voting system through which the PCATP elections were being conducted got hacked.

They further submitted that during next day, Oathsystems (Pvt.) Limited, the IT company entrusted with carrying out online elections, submitted a report to the Registrar, PCATP in which it plainly admitted that some party orchestrated a hacking attack on the online voting system, and succeeded in manipulating the results.

The complainants submitted that after receiving this email, two members of the PCATP Election Committee expressly wrote down notes rejecting the election results. A third member, Arch. Yusuf Awan, who was also the Committee’s Convenor, specifically wrote that “report of Consultant IT be attached and shared with contestants and uploaded on the website”.

Only two out of five members of the Election Committee approved the results. The complainants said that all these observations were communicated to chairman of the PCATP Arif Changezi, alleging that he failed to report the hacking incident to the FIA. “Instead, he opted to conceal the crime and hastily proceeded to benefit from the situation and declared himself and some of his panel members as winners of the election”, the complainants alleged.
