LAHORE: A proposal seeking to amend the legal framework governing motor vehicle licensing in Punjab was tabled before the Punjab Assembly, calling for a reduction in the minimum driving age from 18 to 16 years.
The resolution was moved by Member of the Punjab Assembly Sheikh Imtiaz Mahmood, who underscored that the youth constitute an estimated 60 to 70 per cent of Punjab’s total population. He maintained that this substantial demographic segment holds the potential to significantly contribute to economic growth, skill development, and employment generation if provided with enabling opportunities.
Referring to international practices, the resolution noted that several developed jurisdictions permit driving at the age of 16 under regulated or graduated licensing regimes. Countries including Canada, Germany, and France were cited as examples where underage or phased driving systems are in place to facilitate early mobility while ensuring road safety.
Urging the provincial government to align local law with global standards, Sheikh Imtiaz Mahmood argued that lowering the driving age would promote the economic independence of young people by easing access to education, vocational training, and employment opportunities.
The resolution further stated that early economic inclusion of youth would have broader macroeconomic benefits, strengthening workforce participation and contributing positively to the national economy. The proposal is being viewed as a legislative step towards youth empowerment and enhanced participation of young citizens in Punjab’s socio-economic life.
