A divisional bench of Chief Justice of the Balochistan High Court, Justice Naeem Akhtar Afghan, on Thursday issued a stay order regarding recruitments against 32 posts in the University of Balochistan.
Recently, University of Balochistan Quetta has invited applications from aspirants to fill 32 slots including controller examinations, chief librarian, executive medical officer, director legal affairs and others, and the deadline is August 27.
Challenging the advertisement and recruitment on behalf of a number of existing academic and non-academic members, Advocate Naseebullah Tareen urged the BHC to declare the process null and void on the grounds that no policy guidelines of Higher Education Commission (HEC) has been observed amid violation of the university by-laws. Tareen pointed out that the university has announced recruitment for BPS-12 to BPS-20 posts, alleging that teaching experience was demanded for non-teaching posts.
Tareen further argued if advertised slots are filled then there would be irreparable loss to the service of his clients whose promotion and up-gradation would be in doldrums, once the fresh recruitment is done without deciding their service related matter.
Responding to the objection, Advocate Kamran Murtaza sought time for deliberation in the matter on behalf of the university, saying after which he will file para-wise comments in response to the petition in hand.
After hearing both the parties, Chief Justice Naeem Akhtar Afghan said in the order, a copy of which is available with TLTP: “In the meanwhile, in order to avoid further complications and multiplicity of litigation the recruitment process for 32 positions published by University of Balochistan vide advertisement dated August 01, 2021 with last date of submissions of applications as August 27 is stayed till next date of hearing.” Later, the court adjourned the hearing of the matter for two weeks.
